What sets it apart from Skyrim is how much the choices actually stick, or rather, how often the game remembers them at all compared to just flavor text. Against Witcher 3 though it's closer, the writing there feels more consistent across the whole thing. I still think this one deserves its rank, just maybe not the exact one it has now.
